Surefire Dual Fuel Batteries- for all 2x123 batteries lights?

I have a few 2x123 SF lights stretching back 15 years. I see the dual fuel ones with the rechargable 18650 or the 2x123 batteries. Why can't any flashlight, like an EDCL2-T, use the rechargable batteries?

The Second Amendment ACKNOWLEDGES our right to own and bear arms that are in common use that can be used for lawful purposes. The arms can be restricted ONLY if subject to historical analogue from the founding era or is dangerous (unsafe) AND unusual.

    It's that simple.

They can, but the 18650 is larger in diameter than the 123 and would not fit in a EDCL2.
    SF makes rechargable 123s

For 2 cell flashlights surefire makes rechargeable 123s, or if you need larger capacity, a 16650 will work in a lot of 2 cell bodies.

On most, I see a slight lumens hit due to the lower voltage.

Also, Oveready, and Sky Lumens offer a boring service, where they bore out the flash light body to accept 18650s. I am currently waiting for my 6p to return.
You could also order an E series body already pre bored from Lumens Factory.
