    Am I correct to assume that he has to do this for all of his Form 1's and Form 4's?

    Technically yes. ATF wants to know where these items live at all times. If you move they want to know, whether in state or out. If you travel out of state they want to know, albeit there is debate whether this applies to silencers or not.
