The shop here did that. They are big time engraver. This has been several years ago, pre Covid. AFT paid them a visit. They had a meeting, then phone calls, another get together. Engraver point of view - the guy is sitting right there, we are not possessing, transferring, nor smithing his gun. After several back and forths with several from ATF..... they got an FFL. The ATF simply would not accept a reasonable and rational point of view. If you engrave a firearm you need an FFL. Although in typical ATF fashion, I'm sure that only applies to random engravers even to this day.
