Sometimes info is discovered in a manner that L/E doesn’t want to broadcast over the media… and it is easier to say “he claimed X.” There are also other ways to link a person, especially a bomb maker, to past activities.

That being said, I’m sure similar people have got thru on both borders. Nature of the beast. We’ve had reports up here (northern ME) where a person who crossed with an RV multiple times was intercepted elsewhere with drugs/money in it. Looking into it, a very experienced officer inspected the guy previously. Only so much checking that can be done with limited resources.

Hell, II started out with four (I think) terrorists blowing up a grocery store in the southwest. Hollywood can't even keep up with reality. But it turned out the crew were local born bad guys.
