Does eye relief changes by switching 1-4x?

Eye relief remains the same.

Maybe I missed it but how big or small is the dot on the German #4 Crosshair? 1MOA / 2MOA

yes and no... the point for optical perfection doesn't change as you go from 1x to 4x. What does change is the amount of slop you have to work with. at 1x you can be in a LOT of places behind the scope and get a good sight picture that won't work at 4x. So, just because you can see in that position at 1x doesn't mean it will also work at 4x.
