In St Louis inner city schools tactical crack high shooting is learned by the 7th grade...remember Rev Al Sharpton came to St Louis to participate in a 'Minority Contractor Sit-In' back in late nineties. They all sat in the middle of Interstate 70 in 90 degree heat with humidity in the 80's for hours protesting the awarding of highway construction jobs to companies with all the equipment skilled workers plans ready to go. Protesting the contract not being given to three guys with a dump truck two shovels and a pick-axe.
The city and county compromised...and I witnessed the sub-standard work in progress one day.

A big buckle in the road outside of Mid-Coast Aviation... I guess it was embarrasing landing V.I.P's putting them in a limo to pull out and nearly get the limo frame hung. I'm on my way to work (passed this spot everyday 4 times) I am passing the 'Matterhorn' as it was called, and there is dump track full of steaming asphalt with 8 guys with pick axes and shovels doing they thing...I go home for lunch of course routed around the now missing 'Matterhorn' and I am amazed there are about 40 guys with lunch bags in addition to our original guys with shovels and picks and had removed the many layers of asphalt which was loaded into a different truck. The steaming truck of asphalt was still there but sat immersed in a casted shadow, but I wondered what was with all the guys-trainees ? Hell I dunno, I go home let the dogs out bring in the mail and usually stayed about 10 minutes as I am driving back past the work area I realized what the 40 guys were for/doing ...the asphalt had been dumped and spread into the hole, industrious group. All in 20minutes and I shit you not...all 40+ guys were all jumping up and down on the freshly poured asphalt which was several hundred pounds of 'hot' too much also driving the trucks back and forth over the less than 'hot' in moronic attempt to level it out. I am sure the work passed inspection.
The 'Matterhorn' became an asphalt dune spitting loose asphalt when it was driven over and was bumpier than the 'Matterhorn', which I guess was more explanation for limo drivers.
A week later on the way to work I see three guys a backhoe, steamroller and dump truck with hot asphalt in it examining the now much deteriorated 'asphalt dune' ...by noon there was a flat spot and no evidence anyone had been there except for the 40 or so lunch bags the wind had blown about. Both crews got paid but which got the job done. True Story...
