Is the approval rating of Congress at single-digits? If this gets signed, heads will roll and Obama's presidency will be defined as a failure from the get-go... but my understanding is that if it wasn't signed by the time the new Congress took their seats, it's dead. Hopefully. (Good catch joffe)
