"On Combat" by Dave Grossman. Excellent book, have read it a couple times. Just bought "On Killing" at a seminar of his but haven't read it yet. From what I hear tho, that deals alot more with soldier type warefare, whereas "On Combat" goes alot more into urban and LEO type situations.
"Deadly Force Encounters: What Cops Need to Know..." by Artwohl is one of the best cop books I've read, ever. Excellent information, stories and suggestions.

I'd second the recommendations for Remsberg's "Blood Lessons", "The Tactical Edge", and "Street Survival". I'd add "Tactics for Criminal Patrol" to the list.
"Patrol Response to Contemporary Problems" by NTOA.
"In Defense of Self and Others" by Hall and Patrick.
"Police Pistolcraft" and "Beyond Pepper Spray" by Mike Conti.
