    No.
Virtually everything about this statement is wrong or counter-indicative.

The ability of a part to work for a short period of time is not at all an indication that it is sufficient. 100 rounds is a very short lifespan for any gun part. I have shot 100 rounds with only two gas rings on the bolt, but that does not at all mean that everything is fine. Longetivity is the goal, and as such, things like proper staking retard the demise of the weapon.

Bushmaster is well known for insufficient staking and low torque on the gas key screws. The gas key does not need to fall apart to choke your gun, it just needs to slightly loosen, allowing gas to escape through the sides instead of doing the work of unlocking, extracting, and cocking. When this happens (and it will happen if you have low torque and poor staking, the only question is when) you will experience failure to eject and short stroking.

Using Bushmaster as an example of anything other than what not to do is usually not a good idea.

Have to ask... what is Carpenter Steel? A company or an alloy? If it is the company, is there a alloy to go along with the name?

No, Google is not THE answer. Carpenter Technology has over 30 tool and die steel alloys. So if "carpenter" is the company name, what is the alloy name called out in the TDP?
