That's the standard for most optical devices, so that the devices match the iron sight indicators of an M4/M16 FOW platform. The arrows indicate the direction the strike of the rounds will go if the screw is turned in that direction.

It's also not horribly unusual for some little old lady at the factory, who was as drunk as a lord the night before she built that device, to mount a screw in the wrong direction. I saw 2 examples of that with a batch of AN/PEQ-16As we recently fielded to an infantry battalion. Tested them every way we could in the field, those things were just made wrong.
