Make sure that you have a target that gives you good definition of your sight alignment, make sure you are solidly rested, make sure the barrel or front sight base is not hitting anything on the rest. The rest should include both front and rear support, ideally, and you then need to practice solid fundamentals, well covered elsewhere. The shots should touching or nearly so and be consistently at the same average point of impact to make adjustments. 5 shot grroups are better than 3 for establishing a true point of impact.
