It's the lower. You can transfer it to anyone else just the way you would 'sell' an SBR'd lower for an AR15 or similar.

gotcha.... not a bigge though since Glock's really aren't too expensive... so it's not really that big of an investment to lose

Well, it's roughly 5x more of an investment than a lower receiver for an AR15 so I wouldn't want to be throwing it away.

If you did want to sell the Glock as a regular pistol you could always have the NFA Registry ammended to show it is back to a title I gun. If you did that you could sell it as a normal pistol but the conversion kit could not be used on that particular gun again unless the Glock was registered "again" as NFA.
