He just said it's dual stamp, so why would you think it's permanently attached?

I was thinking that he was saying that the gun requires two stamps. I'm wondering why? Of course if the suppressor isn't permanently attached, there would be one required for the gun and one required for the suppressor. However, I wouldn't call that a dual stamp gun.
