Yes, however....I list LOB as 7" on my Form 1's. I will prolly never go that short, but I can attach any barrel greater than 7" on my registered lowers as long as it's on one of those registered lowers w/out having to pay an additional $200 each time I swap uppers. Now if you have one registered lower with a short barrel & buy another short barrel...that upper has to go on that already registered lower. You cannot place it on another lower that's not registered. As long as any additional short uppers with a barrel length greater than the length you've registered goes on the same registered lower you're fine? Make sense? HTH.

Technically you aren't supposed to list something like 7" just to cover your butt for all lengths. You are supposed to put the correct barrel length and the correct OAL and then write the ATF when changing lengths.
It was a big thing back on TOS awhile back to just put 7" bbl and whatever for OAL or put a range but that was all squashed and I believe people were getting forms back because the ATF wants to know what you are doing.
I don't blame them- you are doing the SBR for a reason- put those dimensions in. They make it simple enough to change at any time you wish so just follow their directions and wishes...
No Rob you don't have to pay each time. You pay one tax fee to register it- you can change it as you see fit once registered. Like I said, don't put one short size just to cover your butt. Be realistic. Fill out the form accordingly and at a later date, send them a letter. AFAIK, you just send them a letter like the form's instructions on back state. You don't have to wait for another approval for anything. Same thing with crossing state lines with it. I believe you need to send a letter for that as well...
I would like to see examples of letters such as these though.
I don't know about you guys but, if I remember correctly, all of my Form 1's were approved with:
Barrel length: 5"-16"
OAL: 21"-32"
Caliber: Multi
Seems kind of silly having to send the ATF a letter everytime you decide to build a new upper.

its silly that we even have to do this...it should be legal to do right off the back.
So im screwed then I have a 9.25 inch upper thats gonna show up at my house one of these days next week, guess im loaning it to my buddy that has a M16, till i get the paperwork approved atleast.

Rob- what exactly are you doing? Is your 6921 a SBR now? If none af your lowers are SBRs, then you can't have the other short upper at home.
Where are you getting 9.25"?
SuicideHZ the 6921 is a Factory Colt M4 so yes its SBR'd now and in my possession. But regeristerd for 14.5 inch barrel.
