I figured it out. When the user has no feedback, instead of going to their user profile to leave feedback, I just went to one of their posts and where their itrader icon displays (0), you click it and follow the regular procedure.
I think this is the only way to leave feedback for a user who has no feedback yet...or maybe its the only way to leave feedback?
