    The 'raw receiver' statement is the correct one. You cannot take a shotgun that was originally made as such, and 'convert' it to an AOW. A SBS yes, an AOW, no. Mossberg raw receivers seem to be the only one that manufacturers like Mark Serbu can use in the AOW context, as Remington receievers are not available in that configuration and haven't been for some time AFAIK. Serbu could take an existing 870 AOW from Remington and put his mods to it. Still $5.00.

    Scattergun Tech (purchased by Wilson Combat a few years back) did offer a couple of models early on based on Remington receivers that you could get as an AOW, thus a $5 transfer tax. One was the Model 00, not sure the # of the other but it had it was a door breacher with a stand off device. It turns out that many of those pieces were in fact originally made as shotguns by Remington so the AOW status was incorrect. I don't know if ATF wasn't enforcing it as it was kind of obscure, and perhaps it took them awhile to catch on to what Scattergun was doing. In any case, they were grandfathered as least to the point if you don't ask.............Scattergun apparently was not aware of the rule.

    The original Wilson Witness Protection model (not Wilson Combat) may have been an AOW, I am not sure. It was on a Remington 870 receiver.

    Raw receivers are not the only way to build an AOW. As i said in my previous post a "shotgun" that has never had a stock (including pistol grip only shotguns) is classified as "other" instead of shotgun, there for shortening it makes it a smooth bore pistol (AOW) instead of a SBS.
