Yeah I pretty well hijacked the thread. I thought the OP's question had been pretty well answered when I asked my question. OP I'm sorry if I pulled it off course before you had the information you needed.
Thanks for clarifying this for me. When I first asked my friend to do the transfer I thought the lower receiver (assembled, by the way) would be like buying any other long arm. Then I read in another thread that a lower was not considered a long gun by the ATF and that's what prompted me to ask. I'm glad I did. I'll just go through a local dealer and pay a little more. The example you made that I put in bold above is the EXACT situation I was asking about.However, the second topic seems to be going across state lines to buy a stripped lower. That cannot be done. A stripped lower is not considered a pistol or a rifle, but it can only be transferred to someone with an in state ID. Example is a FL resident with a FL ID cannot go to GA to buy a stripped lower. It's the same as trying to buy a pistol out of state, you just can't do it. Any FFL who does that transfer is breaking the law. The out of state FFL can transfer it to an in state FFL who can then transfer it to you though. Clear as mud?
