    Yes. As long as an FFL transfer is involved, you can cross state lines. The "other" classification applies at the federal level and since you're in a different state, the transfer is a federal issue. Florida itself is very firearm and self-defense friendly, so I don't think you'll have a problem at the state level, just be aware of your local laws. As long as Florida doesn't have an issue with stripped lowers (I'm 99% sure they don't) you're good to go.

    Thanks for the response. I should have clarified better that it will be a complete lower rather than a stripped one. I don't think it would make much difference. There are a couple of local shops that have stripped lowers sitting in stacks behind the counters for sale. I was going to go through my buddy's store because it'll save me about $20, and it's close to where I work.

    Stripped or complete won't make a difference for you. +1 for saving money, there's only two dealers within a practical distance of me. One is an asshole, the other is $35/transfer.

    $30 and up seems to be the going rate for places close to where I live.

    That's ridiculous... Two local shops around here do it for $15, a few for $20, and one asshat does it for $55.

    Only if one of you changes your legal state of residence to the same as the other. I am not a lawyer, so I can't tell you how short the duration of the change of residence can legally be, or what the minimum steps required to legally make the change are.

    I double checked where I wrote down prices when I called around. One local place does it for $30, three others do it for $35, and one does $50 for a handgun or $60 for a long gun. A couple of the $35 places also said $35 is the starting price and it goes up from there depending on what's being transferred.

    A dealer near me told me he can't sell a stripped AR-15 lower to an out-of-state buyer. He said there was a newsletter from ATF advising FFL's of that. He may very well be mistaken, but it's what he told me.

    Ok thanks for the info. I'll get with my buddy and have him double check on it. Worst case scenario is I have to use a local dealer and pay $30. It wouldn't be a stripped lower, but I doubt if that would make any difference.

    Maybe I'm confused but it seems like there's two discussions going on here.

    First is you can gift the lower same as if you were shipping a firearm. Just send it to an FFL near where your giftee lives and he'll have to do the paperwork

    However, the second topic seems to be going across state lines to buy a stripped lower. That cannot be done. A stripped lower is not considered a pistol or a rifle, but it can only be transferred to someone with an in state ID. Example is a FL resident with a FL ID cannot go to GA to buy a stripped lower. It's the same as trying to buy a pistol out of state, you just can't do it. Any FFL who does that transfer is breaking the law. The out of state FFL can transfer it to an in state FFL who can then transfer it to you though. Clear as mud?
