The discoloring of the neck is from annealing when forming the case. This keeps the case from becoming hard and brittle. On commercial brass the cases are cleaned and polished because people expect something new to be bright and shiny.

Yes that is annealing.
Lapua brass is regarded as the best in the world, and has annealing visible. It can be polished off but it doesn't affect anything other than looks. Almost all military ammo I can think of has it left on. M193, M855, M80, ect. Polishing it off just makes the case shinier and adds to the cost of the end product.
