I've always felt that this is why we never had another big incident when he was in office and due to the 2 war fronts taking up the enemies resources to an extent.

I think the leaders of certain terrorist organizations are yes fanatical about their religion, but not stupid enough to have certain sites turned into dust if they step over the line.

The probability of Iran having a nuclear exchange with Israel is pretty high. The Iranian Shia Zealots are even more dangerous than Al Quida. This guys believe in order to bring the 12th Imam(2nd coming of sorts) they need to create chaos and hell on earth in order to initiate his coming.
