mandatory is just about any professional field. There is a reason I was required to take 12 credits of literature/composition in pursuit of my engineering degree.
Is being able to use grammar and spell properly the
only indicator of intelligence? No, I agree with you there; however, it is a pretty solid indicator of EDUCATION which is
highly correlative to intelligence.
