As far as the state lines go, I'm fuzzy on that, so that I'll leave to someone with more knowledge of federal gun laws.

I don't know where (state) the investigators came from, or if they produced Arizona ID cards, etc. There are so many holes in the reporting.

I also feel that if this was a criminal investigation, the whole thing would have to of been conducted drastically different.
