They are civilian available. Not sure where but they are out there.

FWIW, I emailed surefire a little over a month ago asking about the availability of the .338 LM can and they said it would be 60 to 90 days before they were out for sale, they were still working out production issues. I think there are a few pre-production cans out there and I am pretty sure that Jared Joplin at Patriot Arms has done some testing with one or was planning to.
