    Don't think so. I went back ans it mentions "how to measure a folding stock" and "an acceptable method for attaching a muzzle brake to a barrel to be considered permanent". These were to avoid the SBR definition. But like was mentioned it becomes a SBR when the barrel is under 16" or the OAL is under 26". Once your barrel is under 16" the OAL really doesn't matter.
