I have both. in my examples the TLR 1s is newer by about a year and has a whiter light with a smaller spot but more throw/less spill. the TLR 1 is warmer light with a more even spill. but it could just be the fact that the TLR1s is newer...
I keep the TLR1 on my "home defense" gun and the TLR1s is mounted on my "general purpose" gun.

The strobe function in the TLR-1s can be easily turned off.
I have multiple of each and it boils down to whether or not you want to shell out a few extra bucks for the strobe feature. I mount the TLR-1s to all my rifles at the 12 o'clock positon. To activate the strobe you have to "double tap" the switch quickly. This is easy to do with your thumb when using an agressive grip from either shoulder.
I use the standard TLR-1 on my carry gun since I find the switch "double tap" difficult to do with my support hand thumb pointing forward.
I love Streamlight products and you can buy 2 or 3 for the price of one SureFire X300.
A weapon mounted light is used for target identification. A strobe makes this more difficult, especially in confined spaces in my experience. Go with the standard (non-strobe), or completely disable the strobe function if possible.
I picked up a TLR-1S new for a good deal.I disabled the strobe and mounted it.Awesome light, very happy with it.
how did you disable the strobe?

I just purchased this for my AR build that is in progress. I also purchased the optional backplate and remote switch. I plan to mount it to the front sight tower. I will post build-pics and a review.
