Well they (HK/Wilcox) hired one of the top people from SIG's engineering department, a guy who was directly involved in product development and manufacturing of the 556, to run the production line for the Wilcox-made HK stuff coming out of New Hampshire.

It would be a mistake to blame design decisions on engineers, at least at SIG. Everything was driven by the CEO and the VP for Commercial Sales. That's why (in their mind) "LE-only" features like short barrels, select fire, and (cough cough) iron sights weren't close to ready when the rifle was first introduced.
