Good question. Only outdoor range I know of in that area is the one on Hwy 31. I lived in Tyler for a year and didn't get much shooting done. Granted I was busy and broke at the time, so I didn't do much looking either.
My impression was your best bet for anything other than static shooting is to be LEO or to make friends with someone who has a lot of land.

Great facilty no one really bugs you during the week. Weekends get a little crowded but not bad
Find what it is in life that you do not do well......and do not do that thing....
