I don't know *why* it's the case, or if they meter the same at the shooter's ear, but it is absolutely true that a gun with a shorter barrel will have more "blast" at the shooter than a longer barrel with the same muzzle device. I always attributed this to the muzzle being closer to the shooter and more unburnt powder perhaps igniting at the muzzle, but that was just theory.
Fire a 10.5" gun with a brake and then pick up a 16" gun with the same brake and you will absolutely be able to tell the difference.
