I don't disagree with you. If you want to shoot that type of ammo you need the faster twist rate. I don't think most police departments are going that route though. I think for the majority of AR shooters the 1/9" is more than sufficient.It's a pretty big issue when you're wanting to stabilize long heavy bullets.
Personally, I want the 1/7" on my next rifle.
As for longer barrel life I believe he is referring to throat erosion. A faster twist is said to suffer from increased throat erosion as compared to a slower twist. (all else being equal) Personally, it's not something I'd be overly concerned about.
