Can a barrel with chrome lining be cut down and not be hurt?

No problem with cutting them. Chrome lining isn't like bumper chrome.

It depends on how far you're cutting it. Many times a 16" bbl cut to 14.5" won't need a change and many times a 20" cut to 18" won't need a change.

If you're going from 16" to 10.5" yes you will need a change unless you're only shooting suppressed.

For barrel cutting, threading, crown and gas port work I use and recommend Randall at www.ar15barrels.com
