Is it a Rem.? If so you can call them with the S/N and they might be able to tell you.

I'm not sure honestly. Its the only pic I can find, and the person I got the pic from does not know either. Im thinking the barrel is custom?
It just looks like a 700 action dropped into a B&C Varmint/Tactical (Tactical Medalist) stock and a barrel that's been spiral fluted.
I can't see the picture very well because I'm on my phone but you may check out these guys: http://www.ccrifles.com/ it may be one of theirs.
ETA: I'm not so sure now. Once I zoomed in it does look like a Remington action. That doesn't mean it wasn't built by the guys above, but they often start with custom actions.

Its a remington7 action. Dont know about the barrel. Stock is a bc medalist a4.
This is a start for the barrel, not saying it's a Hart though.

Without knowing the stock model as stated one post prior, I know it was a Bell and Carlson.

I'd save the money on the spiral fluting and use it towards a better stock option if I were in your shoes.
