The rules and procedures are stuck at the top of each EE subforum, quite easy actually.

Easier to find that being stuck at the top of the EE main page and at the top of every single EE subforum and misleadingly entitled "EE Procedures and Rules"....?

More a problem of operator headspacing than one of location.
