Because its cheap and it works.
I hated shooting my 10.5" pistol with just the pistol tube. Shooting position with just the pistol RE braced to my shoulder was very uncomfortable and too short. Shooting with the pistol tube/foam braced only to my chin was not stable enough for me, and did not like the muzzle flip. Adding the SB15 makes for much stable shooting and can be adjusted for proper LOP.

I agree I see no reason to bother SBR a rifle now. Why bother the Sig brace works so well and no headache and extra cost. An AR15 pistol without one is pretty useless.
