I don’t have the data on the 12.5”: that said all barrels in 5.56N can kill assuming you can hit the target and the projectile is traveling at certain fps. The practical terminal performance of the barrel cartridge combo is what I am leaning at. Given current ammo shortages, you may end up without 77g OTM and need to run an alternative like 62g or worse. My 10” is a 200 meter max practical range and I really have to use hard to obtain cartridges to ensure the terminal performance of the projectiles are effective.
My 14.5” quadruples that range with MK262 and even 62g can kill reliably at 800. I have an 11.5” but I would avoid using it at ranges beyond 400-500 meters. But the reality is the longer the barrel the better and if you’re looking for a one gun solution 12.5” is probably a 600 meter paper puncher from a practical standpoint. You’ll need some MKxxx loads to “kill them Taliban” at ranges you hear about in Afghanistan..
In a domestic state of unrest many have body armorer or access to it. You’ll want as much velocity as you can get.
Just do what the military does these days and use meters. All of the miltech sights are in meters and have been for twenty years+. Just sayin.
If things have gotten so bad that you have totally expended all of your ammunition that allows you to reliably achieve, "practical terminal performance," to the edge of what you are capable of shooting at, there will be plenty of 14.5-16+" barrel guns laying around. And you'll probably have bigger things to worry about by then, anyway.

I understand military cartridges and their practical uses and how they are applied. If you want to drop your muzzle velocity 80fps to have a two inch shorter barrel knock yourself out.Your lack of understanding in practical use is lacking. The shorter the barrel in 5.56N requires more specialized cartridges to get them to shoot accurately at distance and produce good vascular damage. Given the question: I recommend a 14.5”+ barrel for those reasons. And good LPVO glass.
Early in my service the Marines were using RECCE rifles for this reason. They were shooting 62g and 55g. Sure you can stockpile MKxxx ammo or load it yourself. But will it be available in the long term? And even if you have two cartridge types in your kit, you’ll need to know how to use them effectively. You’re going to die if you engage a threat at 600 meters plus with that setup: is that okay with you? Maybe it’s not an issue in your area: no open country?? With a RECCE carbine you will have a fighting chance against an SPR or hunting rifle: and they are handy in most urban spaces. You’ll want a pistol for those small spaces. There is a reason why a division has snipers, LMG, and various specialty loadouts. I used to do VBSS on the high seas, and we used MP5s, we had breachers with shotguns, and overwatch. I was trained in all positions and led a SAT team for several years. The Navy switched to MK18s. I still prefer MP5 for ship spaces but the MK18 is superior at medium ranges.
As a civilian you need to be practical. You can cite all the theoretical data you want but what happens to your one size fits all 12.5” carbine you got 55g/62g and your enemy is at 800 meters? Theories aside.
That ppl here can be so underprepared in regards to ammunition would be amusing, if it weren't so shameful.
Then again plenty of ppl here are 'gun of the month' / 'oh, the new MF-ing Hotness that Tactical Tommy says is the $hit', so I guess that is where they spend their money. Buy, shoot, not like the results, sell, buy, wash, rinse, repeat.
I have ARs that have had optics on for YEARS (GASP) without being removed.
I think some here would be hard pressed to find a rifle that hasn't changed in 6 months.
