Air strikes in retaliation to rocket attacks, I get that. Everyone should know payback is inbound and adjust accordingly.

This is pure unsubstantiated speculation on my part without any knowledge, training, or expertise, but if the Iranians are facing dissatisfaction from their own citizens (economy is tanked and Covid-19 is ravaging their populace) and if their nuclear program, which has been hemorrhaging massive amounts of money is going nowhere quickly, but they don’t want to appear weak by bowing to western demands, then an attack that takes out the head of their nuclear program without actually damaging their nuclear assets, could allow them to save face by stepping back from funding the costly nuclear program while simultaneously increasing the unity of their population against their sworn enemy, Israel. It also serves to shift their citizens’ dissatisfaction away from their own government.
I don’t really think that’s what happened, but it might be possible.

As would 90% of the other Muslim countries. Iran is a pariah, no one really supports them. Almost every other country knows they will be part of the collateral damage if there is a war between Iran and fill-in-the-blank.
The Iranian government has been facing dissatisfaction from most of their population for decades....
You don't grow a nuclear scientists overnight, and you just don't go to U of Chicago, or wherever, to recruit one. That is a hell of an expensive and important asset to kill off.
