The classroom doors could not be locked from the inside by design. They could only be locked from outside with a key. So it seems they were designed to only be locked when not in use. They were not lockable from inside probably due to fire code. Thus it seems they were old school doors not modern fire doors you can unlock by pushing the bar.
For the ISD/PD (especially Chief) to not know this shows little attention he paid to the schools under his command.
Between that and the malfunctioning exterior doors, I’m assuming for the sake of avoiding further disappointment that the UCISD didn’t even remotely care about school security.
