The "Ebola czar" position was responsible for more than just Ebola. You can easily look up what that office in the NSC was responsible for if you really think it's fake news. And the guy may have resigned, but Bolton did away with the office entirely. As far as the budget, simply cutting the top line for an agency is not how you steer budgeted spending in a bureaucracy towards what you want to achieve, which is Politics 101. Bureaucracy only reacts to budget cuts as if they're a zero-sum proposition unless someone is exerting real political pressure on them, like the public.
I mean, which part? It's easily findable to arrive at the fact that the CDC's budget has been cut for 2 fiscal years in a row. It's not like overall federal spending is going down.

BLUF, we do not know. With all viruses, you make antibodies. But there is a reasonable thought with COVID-19 to presume that antibodies either a) do not last long, and/or b) you do not make enough, especially with the elderly. In these cases, you can get a relapse. Also happens with the flu. But we do not know enough with this version of coronavirus to know because China et al., are not making all the data known. But COVID-19 appears such that you can get reinfected.
