Confused..?? Are you asking about something to extract a broken case out of a chamber ? or an extractor on a bolt that has broken...?
EDIT... sorry just refreshed and saw your clarification
Back in the old days as a young soldier... I had a older SF guy tell me to keep a paint can opener ( thin ones w/ a hook on them) in my kit to pull out stuck cases...

I have one in 308 and 223. Hit hand miss. A chamber brush really works better in some cases.

Chamber brush or even a pistol or 308 barrel brush.
Inserted from the chamber end so the bristles go past the neck of the case, then firmly pull backwards.
