I am transferring from Texas to New York and I need to make my S&W M&P New York compliant. I am aware of the restrictions. I want to replace the stock first as I keep it extended when I shoot. Will I need a whole kit or just the stock? Any suggestions?
I believe they do, but I want to save the old ones. I do not plan on living in New York after I retire. I am originally from NY, but I enjoy the Texas attitude and lifestyle.
NY law is pin stock… you can buy any stock you want like a magpul and pin it at whatever position you want as long as its pinned your good.
You don’t need a rifle stock and buffer if you don’t want to use it … you can just use your current buffer tube and pin the stock. Or if you rather a rifle fixed stock then the above poster is correct, rifle buffer, buffer tube and stock is required .
I would just put your stock where you want it set it up in your drill press, drill it and drive in a taper pin. That way you can just tap it out and drive on.
Usually you can buy these parts as a set for less money than buying them individually. If you want a shorter A1 length buttstock, there are new production units available.
You will also need to shave off your bayonet lug and perm affix a muzzle device that is not classified as a flash suppersor.

Thanks. I was aware of the bayonet lug and flash suppressor requirements. I have someone I work with that is going to help with the barrel adjustments.
The vltor Modstock uses a rifle type buffer tube not m4 tube this is what I have on my rifles in ny. It is so nice I do 't miss the m4 style stock.
Remove your current buffer tube set up ( don’t lose spring and detent for rear takedown pin) screw in and torque rifle buffer tube slide rifle stock on and screw down. That simple. If your current stock lock ring is staked on you will probably destroy it taking it off.
As noted above you need to remove bayonet lug and permanently fix a non flash suppressing muzzle device also.
FYI also know you can not bring any pistols to ny. Leave them behind. When you get a ny permit a dealer can ship them to a dealer in ny to transfer them to you.
Pistol permits take anywhere from 7-18 months to get here
Sorry, incorrect. The Modstock, pictured above, fits both a rifle or a carbine receiver extension. If you look at the picture, you can even see the link/lock piece that attaches to the stock and locks into one of the pin positions on the M4 extension.
Also, from Vltor themselves,

I also have a Vltor EMOD Stock on one of my rifles,pinned of coarse !! It was funny one day,I had both my rifles leaning up against the wall after cleaning them and when I looked at them,they were the same dam length overall !!! When the Modstock is on an M4 extension it is considered “adjustable”.

Product Description
The Rifle Length Modstock is a dual-purpose stock system which mounts to either a Carbine Collapsible Receiver Extension (MilSpec only) or the Rifle Length Receiver Extension. The stocks are offered in two sizes: M16A1 length and the 5/8-inch longer M16A2 length stock system.
When mounted to the Rifle Length receiver extension the stock will be the fixed at the A1 or A2 length. When mounted to the Carbine Receiver extension the Rifle Modstock can be adjusted for length by using the Carbine Receiver extension’s locking positions and the provided locking pin.
The Rifle Modstock is available in either the A1 length or the longer A2 version. All rifles use the same receiver extension tube; there are no MilSpec or “Commercial” diameters, the only difference is that the A2 rifle uses a 5/8” spacer and longer screw. The A2 length Rifle Modstock kit does not come with the longer screw or A2 spacer.
Note: When mounted to an adjustable receiver extension tube the Rifle Modstock is legally considered an adjustable stock!
Also remember, if pinning your stock, the pin can only go through one side. If it goes through both sides, during the '94 AWB, ATF considered that illegal since the pin could relativley easily be pushed through. I believe NY follows this.
